What is confirmed
The program was created by DNU 366/2025, which amended the Citizenship Law. Decree 524/2025 sets the procedure. On October 2, 2026 the Minister of Economy announced the amounts and said applications will open in the fourth quarter of 2026.
Cost for the main applicant
You choose one of two options.
- Contribution. USD 350,000 paid to the National Treasury. Non-refundable.
- Bond. USD 800,000 subscribed to a special government bond. The minister described it as zero interest. A term of about seven years was reported by the press but is not in the official statement.
Cost for family members

Screening
Applications are reviewed by the Citizenship by Investment Programs Agency with the intelligence service (SIDE), the Financial Intelligence Unit (UIF) and the Ministries of Security and the Interior. Expect to document the legal source of your funds in detail.
What is not known yet
- The exact opening date and the application portal
- Government processing and due diligence fees
- The list of certified agents allowed to file applications
- The Supreme Court decision on the enabling decree
Before you pay anyone. No official agent list exists yet. Be careful with anyone who asks for a non-refundable deposit before the program opens.
